On October 21 in Hanoi, after 3 days of urgent and serious work, the third Party Congress of the Central Business Bloc for the 2020-2025 term completed all the goals and tasks set forth.

The third Party Congress of the Central Business Bloc for the 2020-2025 term was held from 19 to October, 21, 2020 in Hanoi. The Congress were attended by 293 official delegates, representing nearly 82,000 party members from 35 party committees.

Comrade Truong Thi Mai, Politburo Member, Secretary of the CPVCC, head of the CPVCC's Commission for Mass Mobilization, attended and congratulated the Congress, which was directed by Comrade Nguyen Xuan Thang, Secretary of the CPVCC, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council. The Congress was also attended by leaders of departments, ministries, branches, central agencies, provincial party committees, municipal party committees and party committees directly under the central government.

The delegation of the Party Committee PetroVietnam including 24 delegates represented the will and aspirations of nearly 60,000 officials, party members and oil and gas workers attending the Congress. At the Congress, Comrade Le Manh Hung, the PVN’s Deputy Party Committee Secretary & CEO, also presented the report titled “Driving the building of the Party; leading the Group to play a pivotal role, successfully implementing the development of Vietnam's oil and gas industry, ensuring energy security and protecting the country's sovereignty”.

The Party Committee of the Central Business Bloc was awarded with the First-class Labor Medal

The Congress affirmed that during 2015-2020 term, despite difficulties and challenges, the entire Party Committee of the Bloc made great efforts to strive, lead and direct businesses and banks in the bloc to achieve and exceed most of the targets set forth by the Resolution of the 2nd Bloc Party Congress. Total revenue of 33 groups, corporations and banks in the Bloc increased by 38%; profit before tax increased by 60.8%; payment to the State budget increased by 24%; equity increased by 18.9%; ensuring income and jobs for over 725 thousand employees. Groups and corporations in the fields of banking, insurance, telecommunications, aviation, etc. affirmed their leading position in the industry with modern technology, new and effective application of science and technology, outstanding operational efficiency with very high return on equity of 15 - 35%/year. The bloc was a pioneer in investing in technical and economic infrastructure projects to meet national development requirements for the national defense, security, environmental protection, and other fields not invested by businesses of other economic sectors.

In 2020, together with the whole country to fight the COVID-19 pandemic, businesses and banks in the bloc welcome the expatriate persons from pandemic areas around the world back to home, provided materials and equipment for pandemic prevention and control, particularly, performed exemption and reduction of fees, prices for services and products to stabilize the market, supported people's lives and business activities in all economic sectors with a total value of over VND 24 trillion. In the past 5 years, the bloc has continued to take the lead in social security work in accordance with Party and State guidelines, with total funding support of more than VND 9 trillion for the implementation of social security, rapid and sustainable poverty reduction programs, directly assisting 54/62 poor districts in the country. During the congress, delegates, businesses, and banks in the bloc raised nearly VND 82 billion to help flood-affected people in the central provinces.

The Central Business Bloc Party Committee was honored to receive the First-class Labor Medal from the State President for outstanding achievements in labor and contributions to the cause of national building and defense.

The Congress discussed and approved the Report on the opinions of all levels of Party committees, officials, party members, union members, members and employees in the bloc contributed to the draft documents to be submitted to the XIII National Party Congress, which was the wisdom gathered from thousands of enthusiastic, responsible and constructive comments throughout the Party Committee of the Bloc.

The Democratic Congress discussed, selected and elected the Party Executive Committee for the 2020-2025 term, which included 45 comrades representing 35 affiliated party committees and more than 81,000 members of the Bloc Party Committee who were qualified and competent and eligible to undertake political tasks assigned by the Party, State and people, ensuring continuity, inheritance, innovation and development in the Central Business Bloc Party Committee.

The Party Executive Committee of the Central Business Bloc for the 2020-2025 term held the First Conference, electing the Party Standing Committee of the Bloc consisting of 16 comrades; electing the Inspection Committee including 11 comrades and electing the Chairman of the Bloc Party Committee Inspection Committee for the 2020-2025 term. Comrade Y Thanh Ha Nie Kdam, alternate member of the Party Central Committee, was re-elected as Secretary of the Party Committee of the Central Business Bloc for the 2020-2025 term. The Congress elected a delegation of the Bloc Party Committee consisting of 28 official delegates and alternate delegates to the XIII National Party Congress.

Comrade Le Manh Hung, Deputy Secretary of the Party Committee, Member of the Members' Council, General Director of the PVN, was elected to the Party Executive Committee of the Bloc for the 2020 - 2025 term with a high number of votes and as the representative of the Party Committee of the PVN to attend the XIII National Party Congress.

On this occasion, the Party Committee of the Central Business Bloc decided to honor 5 representative projects for celebrating the third Party Congress of the Central Business Bloc for the 2020 - 2025 term and 7 representative projects for celebrating the XIII National Party Congress. The recognized projects will make significant contributions to the country's socio-economic development in the upcoming time. The PetroVietnam contributed two projects honored as representative projects for welcoming the XIII National Party Congress. These are "BK-21 wellhead rig construction project of Bach Ho field" under Vietnam-Russia Joint Venture (Vietsovpetro) and "Sao Vang central processing platform project" of PetroVietnam Technical Services Corporation (PTSC).

Recognizing representative projects for celebrating the 13th National Party Congress

The Congress approved the Resolution of the III Party Congress of the Central Business Bloc for the 2020-2025 term with the overall goal of improving the Party's leadership ability and combat strength by forming a transparent and strong Party Committee. The Congress promoted restructuring, innovation, and improving the efficiency of groups, corporations, and banks based on modern technology, innovation capacity, and management in accordance with international standards, and improved the quality of human resources in order to increase labor productivity, production, and business efficiency in conjunction with environmental protection. Businesses, banks, and units continue to play important roles in the socialist-oriented market economy and are an important material force in the state economy, driving the development of other economic sectors and contributing to economic development, social progress, and equality.

By 2025, businesses will have made significant progress in terms of production, business, service efficiency, product quality, and competitiveness; Groups and corporations will have essentially completed the objectives and tasks of equitization and divestment.

With a vision to 2030, state-owned enterprises will be strong, competitive, and equipped with a proper level of modern technology and production techniques equivalent to the corporations of advanced countries in the region; building a team of professional, highly qualified management with good moral qualities; consolidating a number of large-scale, efficient state-owned economic groups capable of competing with international corporations in a number of key industries and fields of the economy.

The Congress also approved particular tasks including 04 targets on Party building work; 06 targets on leadership in the performance of political tasks; 11 tasks and solutions; 05 key tasks and 04 development breakthroughs.

The Party Congress of the Central Business Bloc voted to endorse the material contents at the Congress

The Congress urged all officials, party members, and employees in the bloc to continue promoting the bloc's tradition of solidarity and unity, seizing opportunities and overcoming obstacles and challenges; uphold the spirit of initiative and creativity; promote the patriotic emulation movement; and be determined to achieve the goals and tasks set out in the Resolution of the Central Business Bloc's III Party Congress for the 2020-2025 term and together with the whole country to contribute to successfully implementing the Resolution of the XIII National Party Congress.
